Extra: I am an American-speaker, I live in the USA, so I do not speak french, I use google translate for those cases where there is french.

You can find the location of a specific pokemon by looking into the pokedex (the link Louprenard gave you) and searching for the pokemon you want. Example: you want Chansey, you search chansey into the pokedex and see on its details that it's available in Road 209.
This is the only method I know that can tell you the precisely a location depending on the pokemon you're looking for.

It's in french but you can find every pokémon in the tall grass or in the water. You don't have the location of legendary pokemon however.
